Does the new (2010) HUD-1 get signed?

There are no signature lines on the 2010 HUD-1, does anyone know who if anyone needs to sign this document?
The link to the latest hud on HUD's website is: http://www.hud.gov/content/releases/hud-1.pdf
You can verify that there isn't a request on any of the three pages for signatures!
Are we allowed to modify the HUD-1 and add signature lines?
